The downside for Scott in such a scenario is that eliminating budget line items does nothing to restore funding for his priorities, including economic incentives, tourism and public education.

Critics say the proposed education funding ramps up spending on charter schools at the expense of public schools.

There is also an expectation among lawmakers that Scott will sign a Corcoran-favored education bill (HB 7069) that promotes charter schools and other conservative measures.

Though lawmakers insist they will pass legislation implementing the voters' will before a key July 3 deadline, Corcoran said Friday morning they still do not have a deal on whether to cap the number of storefront dispensaries each licensed grower could open. Under the deal reached by the governor and lawmakers, the reduced funding for the state's economic development partnership will remain, but Scott will be given $85 million to offer incentives to locating or expanding businesses.

"I think folks expected when the election happened that this would get done", saidBen Pollara, executive director of Florida for Care and one of the forces behind Amendment 2.

The Florida Senate declined to kill Enterprise Florida, instead agreeing to cut the agency's budget from $25 million to $16 million.

Under a deal forged in the last few days, Scott will sign a roughly $82 billion budget.

The $210 million boost for public schools comes to a $100 per student increase, which is more than the $24.49 increase lawmakers approved last month.

In a statement, Florida Democratic Party spokeswoman Johanna Cervone said the budget deal fails the state's working families, while funneling money to Enterprise Florida and Visit Florida. Scott argues the agency has been critical for job creation in the state.

But both Scott and Corcoran are considering 2018 campaigns, Scott for the U.S. Senate and Corcoran for governor.

- LET'S MAKE A DEAL: Not surprisingly, lawmakers and Scott are already negotiating on a way to bring the 2017-18 budget in for a landing.

Scott, however, said he is still reviewing the education bill.

The bill also includes a requirement that schools provide 20 minutes of recess a day for children in up to fifth grade. The governor also called for a special legislative session to discuss several budget topics. "It's my understanding that with regard to the budget there is a pathway forward for consideration of an agreement that would increase funds for Visit Florida..." said Negron on Friday at the press conference. The program will receive no money next year. Corcoran said medical marijuana is not now on the list of special session issues, but that it could be added over the weekend.

Legislators will return for a special session next week where they are expected to approve spending $100 more for each public school student.
