Community Holds Vigil After Police Shoot and Kill Australian Justine Ruszczyk

The Minneapolis police officers who arrived at Justine Damond's home shortly before she was shot and killed on Saturday did not have their body cameras on - in violation of department policy - and the American Civil Liberties Union wants to know why, according to FOX News.

Authorities in the USA state of Minnesota on Monday were investigating the police-involved shooting of an Australian woman, who was killed under mysterious circumstances after placing an emergency call.

Local TV station Wcco identified the officer who fired his weapon as Mohammed Noor, who joined the force in 2015 as the first member of the state's sizeable Somali immigrant community to become an officer in Minneapolis' fifth police district, where the shooting occurred.

He said Damond called police when she heard a sound in the alley.

The officers were wearing body cameras, but they were not turned on during the incident.

Star Tribune reported that Damond walked up to two officers who were inside a squad vehicle.

Noor has two open complaints against him from 2017 and one from 2016. The couple planned to marry next month, but Justine Damond had already taken her fiancé's last name. "We only ask that the light of justice shine down on the circumstances of her death". The Australian, a broadsheet daily, and The Sydney Morning Herald, a compact daily, both highlighted the words of Damond's father, John Ruszczyk, who on Tuesday said there was an "ugly truth" behind his daughter's death. The BCA says the Hennepin County Medical Examiner's Office has conducted its autopsy and will formally release her identity and cause of death, once all family notifications have been completed.




Bicking says "it's uncertain" whether the situation required the body cameras to be on before the shooting.

In 2016, a North Carolina police officer shot and killed Keith Lamont Scott in an incident that was captured by the officer's boy camera. "I ask that they (state investigators) give us as much information as they can as quickly as possible". Many of them were neighborhood residents.

On Saturday evening, a woman in Minneapolis, Minnesota called 911 to report what she believed might be a sexual assault taking place in an alley close to her home.

"It is hard to fathom how to go forward without her in my life", Damond said Monday.

"I also want to assure you that I understand why so many people have so many questions at this point", Harteau said. "My mom is dead basically because a police officer shot her for reasons I don't know". "She was a teaching to so many and living a life of openness, love and kindness".

The BCA was investigating the fatal officer-involved shooting, and Minneapolis Assistant Police Chief Medaria Arradondo said Sunday that the officers involved has been placed on administrative leave.
