What Meadows is referring to is the fact that the "skinny repeal" bill was not popular even among the Republicans who voted for it, as it mostly just repealed Obamacare's mandates without taking steps to replace the health care law.

Senate Majority Leader Mitch McConnell (R-Ky.) eventually cobbled together enough votes to move forward with a motion to proceed to debate health care legislation.

Republican senators formed the last-ditch effort, called the "Health Care Freedom Act", after earlier votes on the Senate's healthcare plans failed.

The "skinny" bill would have repealed the ACA's individual mandate, repealed the employer mandate for eight years, given greater flexibility to states, and defunded Planned Parenthood.

Republicans could, of course, return to an effort to repeal Obamacare.

"Unquestionably, the leadership at the top is responsible", the Alabama congressman and US Senate candidate replied.

This so-called "skinny repeal" bill, however, could have wrecked the individual market, said insurers, doctors, consumer advocates and health policy experts.

McCain, Lindsey Graham, R-S.C. and Ron Johnson, R-Wis., announced earlier in the evening that they would not support a "skinny repeal" bill unless they had a guarantee the House will actually start negotiations and not simply pass the Senate bill and send it to President Trump. With Democrats unanimously opposed, the slender 52-48 GOP majority was divided among itself over what it could agree to.




McConnell, whose reputation as a master legislative tactician was on the line, could only afford to lose support from two Republican senators, with the tie-breaking vote to be cast by Vice President Mike Pence, who was on the Senate floor. GOP leaders would then undoubtedly tell Republican senators and House members that if they had the temerity to vote no, they should expect to be pummeled for months (or years) for enshrining Obamacare as a permanent piece of law - and to expect to face well-funded primary challengers.

"They should've approved health care last night, but you can't have everything", said President Trump.

By contrast, if the Senate rejects the "skinny repeal" gambit this week, the bipartisan process that McCain and various governors and members of Congress of both parties are advocating could finally commence. If President Trump wants a legacy item he could get it by repairing something he has told the American people, is beyond fix.

Analysis of the "Skinny Repeal" bill by the Congressional Budget Office determined it would have pushed up premiums 20 percent and caused 16 million to lose their health insurance. Instead, they got 49 votes.

The Kentucky lawmaker added: "It's time to move on". That political reality has come into sharper focus in recent days as Republicans strain to pass high-stakes legislation revamping the nation's health care law.

The veteran Arizona senator said assurances from Speaker of the House of Representatives Paul Ryan that the House would be "willing" to try and improve upon the "skinny repeal" bill in conference "does not ease my concern that this shell of a bill could be taken up and passed at any time".

Graham told reporters that passing a scaled-down version of a bill that would repeal Obamacare "politically would be the dumbest thing in history".
